The 3T model—testing, tracing, and treatment—proved essential in controlling the spread of the virus. This experience led to improved legal frameworks and infectious disease management systems.

The document also highlighted challenges, such as overwhelmed healthcare workers and excess information during the initial stages. It emphasized the need for measures protecting vulnerable populations, particularly as the Omicron variant surged.

For future pandemics, the white paper advocated for a robust infectious disease response system. Professor Sung-il Cho, who led the publication, recommended supplementing current strategies with improved information dissemination and considerations for vulnerable groups.
