Delaware Driving Restrictions: Kent & Sussex Level 2, New Castle Level 1

SMYRNA, Del. – Driving conditions are improving across Delaware following a significant winter storm, but restrictions remain in place for several counties. Kent and Sussex counties have been downgraded to a Level 2 Driving Restriction, while New Castle County remains under a Level 1 Driving Warning, according to the Delaware Emergency Management Agency (DEMA).

The shift comes as crews continue working to clear roadways and restore power after the storm brought heavy snow and strong winds to the state. A Level 2 restriction means that only essential personnel – including snow removal operators and those with approved waivers from DEMA – are permitted to operate vehicles on Delaware roads. The changes were announced late Friday, February 23, 2026, as recovery efforts gained momentum.

The Level 1 Driving Warning in New Castle County advises motorists to avoid travel unless absolutely necessary, urging extreme caution for those who must be on the roads. The ongoing recovery efforts involve both state and local agencies, as well as assistance from the National Guard.

Delaware officials are urging residents to stay informed about weather updates and to check on vulnerable neighbors. Power outages remain a significant concern, with over 60,000 customers currently without electricity, prompting utility companies to call for mutual aid from surrounding states.

Driving Restriction Levels Explained

Understanding the different levels of driving restrictions is crucial for public safety. A Level 2 Driving Restriction, now in effect for Kent and Sussex counties, prohibits all non-essential travel. Here’s a significant step down from the previous Level 3 Driving Ban, which completely prohibited all travel. According to DEMA, a Level 1 Driving Warning means motorists should “avoid traveling on roadways, unless there is a significant safety, health, or business reason to do so.” A Level 2 restriction, however, is far more stringent, limiting travel to designated essential personnel.

Power Outages and Shelter Locations

Delmarva Power and Delaware Electric Co-op are actively working to restore power, but the process is expected to take time. The agencies have requested assistance from neighboring states to expedite repairs. As of this morning, more than 60,000 Delaware customers are without power, highlighting the storm’s impact on the state’s infrastructure.

For those without heat or shelter, warming centers have been established in both Kent and Sussex counties. Dover High School (1 Dover High Drive, Dover, DE 19904) is serving as the shelter for Kent County residents, while Sussex Central Middle School (26026 Patriots Way, Georgetown, DE 19947) is open to those in Sussex County.

Safety Precautions and Ongoing Recovery

Officials are emphasizing the importance of safety during the recovery period. Residents are advised to stay informed about weather forecasts, travel advisories, and warnings. Checking on elderly neighbors and individuals with disabilities is also encouraged. A critical safety reminder is to operate gasoline-powered devices outdoors, at least 20 feet from windows, doors, and vents, to prevent carbon monoxide poisoning.

DelDOT crews are continuing snow removal operations statewide, but non-primary roads may remain impassable due to abandoned vehicles, snow drifts, downed trees, and damaged utility infrastructure. The National Guard is assisting with recovery efforts in both Sussex and Kent counties.
