Dong Thap Province Aims for 96% Health Insurance Coverage by 2026

Dong Thap province, Vietnam, is implementing a comprehensive strategy to increase participation in social and health insurance programs, aiming to broaden the social safety net for its citizens. The initiative, driven by a provincial People’s Committee decision issued February 7, 2026, sets specific targets for each commune and ward within the province to boost enrollment in both voluntary social insurance and health insurance schemes. This push comes as Vietnam seeks to expand access to crucial social protections for its growing population.

The province-wide effort aims to achieve 96% health insurance coverage by 2026, encompassing approximately 3,274,765 residents. Simultaneously, officials are targeting a 31% participation rate in social insurance among the working-age labor force, equating to 569,211 individuals. This ambitious plan underscores a commitment to strengthening social security and ensuring long-term healthcare access for the people of Dong Thap.

Targeted Outreach and Collaboration

To effectively reach these goals, the provincial government is mandating that local authorities integrate social insurance and health insurance development targets into their socio-economic plans for 2026. A key component of the strategy involves strengthening public awareness campaigns and mobilization efforts to encourage greater participation. According to officials, this proactive approach is essential for ensuring residents understand the long-term benefits of these programs.

The Social Insurance Department of Dong Thap province will play a central role in coordinating the initiative, working closely with various departments, agencies, mass organizations, and local authorities. “Expanding the coverage of social insurance and health insurance is a crucial task to ensure sustainable social security,” stated Huynh Nguyen Phuong Oanh, Director of the Social Insurance Department of Dong Thap province. “Through the engagement of the entire political system and the proactive approach of the Social Insurance sector, we are determined to implement comprehensive solutions from the beginning of the year to achieve the set goals and even exceed them if possible.”

Focus on Compliance and Accessibility

The province is likewise focusing on ensuring compliance with social insurance laws among businesses. Officials plan to increase inspections to safeguard the rights of workers and promote adherence to regulations. The Social Insurance sector will organize conferences and dialogues with companies and employers to disseminate information about social insurance, health insurance, and unemployment insurance policies.

Recognizing the need to reach diverse segments of the population, communication efforts will be tailored to specific groups, including informally employed workers, self-employed households, and individuals eligible for voluntary social insurance and family health insurance. The Social Insurance Department will leverage its network of collection service organizations and teams to bring insurance information directly to communities, increasing accessibility and awareness. The Dong Thap Province Social Security Portal provides further information on available programs and services.

Looking Ahead

The coordinated effort across all levels of government and sectors, coupled with community engagement, is expected to yield positive results in the development of social insurance and health insurance participation in Dong Thap province throughout 2026. This initiative represents a significant step towards building a more sustainable and inclusive social security system for the region. The success of this model could potentially inform similar initiatives in other provinces across Vietnam.
