East Africa Security Brief: Political & Security Updates – March 2026

President Yoweri Museveni of Uganda is intensifying consultations with leaders of the National Resistance Movement (NRM) as discussions surrounding electoral reforms and internal party organization gain momentum, according to a regional security and political intelligence brief released Friday.

The meetings, according to political insiders, are focused on bolstering grassroots structures and resolving disagreements that surfaced during recent party primaries and local political contests. Museveni has reportedly stressed the importance of unity and discipline within the NRM, as Uganda faces an increasingly competitive political landscape. Efforts are also underway to improve political mobilization through government poverty alleviation programs, including the Parish Development Model.

These consultations come as Museveni seeks to extend his decades-long rule, having been in power since 1986. The Ugandan electoral commission has cleared both Museveni and opposition leader Bobi Wine to run for president, setting the stage for a contested election, as reported by RFI.

Regional security concerns are also at the forefront for Uganda’s neighbors. In Rwanda, the government has reaffirmed its commitment to strengthening security cooperation with neighboring countries amid ongoing tensions in the Great Lakes Region. Officials in Kigali emphasize the importance of intelligence sharing and coordinated security operations to counter armed groups operating along border areas, according to recent statements. Rwanda has also highlighted the demand for regional diplomatic engagement to address security concerns in eastern Democratic Republic of the Congo.

Further north, Tanzania has increased security deployments along its northern border, responding to regional concerns about cross-border crime and migration flows. The operations, led by authorities under President Samia Suluhu Hassan, aim to improve border monitoring and prevent trafficking networks from exploiting porous border areas.

In Kenya, the administration of President William Ruto is facing growing opposition pressure over economic management and governance reforms. Opposition leaders, aligned with the legacy of the late Raila Odinga, have called for national dialogue on the rising cost of living and electoral reforms. These tensions are unfolding amid parliamentary debates over fiscal policies and government spending priorities.

The security situation in the eastern Democratic Republic of the Congo remains volatile, with continued clashes between government forces and rebel groups, including the M23. The conflict has displaced thousands of civilians and raised humanitarian concerns. Regional leaders, through the East African Community and African Union frameworks, are continuing diplomatic efforts to restore stability and facilitate dialogue.

South Sudan’s peace implementation continues to face challenges, with President Salva Kiir and opposition leader Riek Machar engaged in negotiations to finalize transitional governance arrangements. Delays in security sector reforms and political restructuring are hindering progress toward lasting peace, according to international observers. The Intergovernmental Authority on Development (IGAD) is facilitating dialogue between the rival factions.

Somalia’s security forces have intensified counter-terrorism operations targeting Al-Shabaab networks, supported by international partners. Recent offensives have resulted in the capture of strategic territories previously controlled by the insurgents, though analysts caution that the group retains the capability to launch attacks, particularly in urban areas like Mogadishu.

Across East Africa, security cooperation is increasing, driven by shared challenges including terrorism, armed insurgencies, and cross-border crime. Regional frameworks under the East African Community and the African Union are facilitating intelligence sharing and coordinated operations. Increased diplomatic engagement between regional leaders reflects a growing recognition that security threats often transcend national boundaries.
