In the absence of a legal definition, the economic daily designates energy sieves as homes whose annual primary energy consumption exceeds 300 kWh per square meter.

This corresponds to PEB D, E, F and G certificates in the south of the country, i.e. the same levels affected by the rent indexation limits in 2022. In Brussels, this limit refers to PEB F and G only, while in Flanders, classes D, E and F are included, PEB G not existing in the north, where 52% of houses and 16% of apartments were sieves.
