they would be in a position to submit proposals to provide services in lot 8, which must operate as soon as possible in Loreto.
Although it is true that Perupetro will be in charge of selecting the company that will provide services in that lot, the Ministry of Energy and Mines has to be very careful with the issue because it would be trying to favor a company that is not yet incorporated in Peru and that has its headquarters in Egypt, according to official data. But that is not the only problem.
Well, the one who represents the Egyptians in Peru is Eduardo Guevara Dodds, former Vice Minister of Hydrocarbons of the Ministry of Energy and Mines and former President of Petroperú. It was during Guevara’s period that Petroperú chose Altamesa to operate block 192. We already know the consequences of that choice.
In 2020, the General Shareholders’ Meeting of PETROPERÚ appointed Eduardo Alfredo Guevara Dodds as the new Chairman of the Board of Directors of the state-owned company, during the Universal Session of the General Shareholders’ Meeting held in April 2020. Guevara Dodds is a lawyer from the Pontificia Universidad Católica of Peru and Master of Laws from the Southern Methodist University of Dallas, Texas. He has more than 20 years of professional practice as a legal advisor to companies in various industries, including the hydrocarbons, telecommunications, aeronautics, and mining sectors.
It is not the only case where a public official alternately also represents a private company in business with the State, with the sector where he works.
Added to this, the choice that Guevara made with Altamesa, when he was president of Petroperú, to operate block 192 was not the most favorable for the State.
