Cotabato City – A significant European Union-funded initiative is underway to enhance market access for Micro, Small, and Medium Enterprises (MSMEs) within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This project focuses on unlocking opportunities within the rapidly growing halal industry and beyond, contributing to the sustained progress of the Bangsamoro peace process.

Approximately 150 business owners and representatives from various regional government agencies and non-governmental organizations convened in Davao City last Wednesday to pinpoint critical support requirements for MSMEs. The discussions especially centered on producers operating within the agri-fisheries sector. participants sought guidance on navigating complex regulatory landscapes.

Key Areas of Support Provided

The forum delivered intensive training to farmers and food processors on vital aspects, including halal certification procedures, requirements for Food and Drug Administration (FDA) and National Meat Inspection Service licensing, comprehensive product registration protocols, and adherence to Good Manufacturing Practices. This holistic approach aims to build capacity and ensure compliance.

Collaboration Drives Regional Empowerment

The United Nations Industrial Advancement Organization (UNIDO) spearheaded the forum, operating through its “Inclusive Agribusiness Development for Human Security” project. This effort is in strong partnership with the Ministry of Agriculture,Fisheries and Agrarian Reform (MAFAR). Datu Hamsur Zaid, MAFARS project director for the EU’s Bangsamoro Agri-Enterprise Program (BAEP), underscored the importance of collective support.

“It is essential that the Bangsamoro ministries and the private sector collaborate to empower these MSMEs,” Zaid stated. “Our collective goal is a Bangsamoro were our products represent not only export viability but also a testament to excellence, integrity, and regional pride.”

“The FDA is dedicated to assisting bangsamoro MSMEs in obtaining necessary licenses and cultivating a robust food safety culture,” Lamata-Cea affirmed. “We are actively collaborating with UNIDO, the EU, and BARMM ministries to streamline procedures and provide clear guidance.”

Multi-Ministry Approach and Producer Concerns

The forum saw participation from multiple BARMM ministries – including the Ministry of Science and Technology, the Ministry of Trade, Investments and Tourism, the Bangsamoro Planning and Development Authority, and the Bangsamoro Business Council. This broad representation emphasized the shared goal of enhancing MSME accessibility to vital certifications.

Workshops focused on identifying challenges faced by producers,revealing concerns regarding certification costs,intricate documentation requirements,and a need for stronger connections to government support networks. Muslimin Salih, chair of Magungaya sa Langgapanan Farmers and Fisherfolks Marketing Cooperative, shared his experience.

“We now understand the steps toward halal and FDA certification, which initially seemed overwhelming,” Salih explained. “This session unveiled opportunities for our marinated Dalag, carp, and tilapia-and other products-to reach wider local and international markets.”

UNIDO, recognized as a leading authority on halal standards, is actively providing technical assistance on certification processes for cattle, goat, poultry, seaweed, and processed sardines.
