Ensuring the Rights of Homeless: The Impact of New Circular on Reference Address Allocation and Storage

The Brussels SDF Common Front is indignant. A recent circular from the federal government makes the allocation and storage of the reference address more stringent. The reference addressit is an aid allowing a homeless person to have an administrative address where to receive his mail and to continue to benefit from all his rights.

It exists two types reference address. For homeless people living on the street or in a squat, this will be the address of the CPAS of the municipality in which the homeless person is located. And then there is the homeless person hosted by an individual. In this case, the reference address will be that of the host. This is where the new circular reshuffles the cards.

From now on, theoretically, according to the new circular, there is the risk of a direct debit following six months. In this case, the host and the hosted become cohabitants“, laments Jean Peetersmember of the SDF Common Front.

It takes their heads above water

However, becoming a cohabitant means losing part of one’s unemployment benefits or social integration income. Also a member of the SDF Common Front, Jose Parades has helped people in difficulty to obtain a reference address: “I had a trucker for whom the reference address made it possible to obtain a professional trucker’s card. It helps a lot of people, it gets their heads above water.” a vital first step in finding housing and dignity.

The SDF Common Front sees in this hardening of the circular a security concern more than a concern to better help the most precarious in society.
