Hebrew media reveals details of an Israeli initiative for a prisoner exchange deal with the Palestinian faction movement

Israel – Hebrew media revealed, on Thursday evening, the broad outlines of a proposed new deal to exchange prisoners with the Palestinian faction movement, which was presented to the Israeli War Council during its meeting on Thursday, and includes halting the war on the Gaza Strip for several weeks.

The private Hebrew Channel 13 said, “At the height of the Jewish Passover (which began Tuesday and will last a week), members of the War Council met Thursday for long hours to push for a new initiative to release the kidnapped.”

She added: “The Israeli negotiating team presented to Prime Minister Benjamin Netanyahu and the ministers in the War Council a new plan that will be presented (to the movement of the factions) by the mediators (Egypt and Qatar), and includes a degree of flexibility on the part of Israel,” as the channel described.

According to the channel, “The new initiative (for which an official announcement has not yet been made) includes Israel’s demand that the faction movement release more than 20 of its kidnapped (Israeli prisoners), including the elderly, women, female soldiers, and the sick.”

She added: “There is an understanding that it is not certain that the deal will include 40 kidnappers, as Israel wanted in recent weeks.”

The channel continued: “In addition, the deal will include a ceasefire for several weeks, and the withdrawal of Israeli army forces from Gaza during this period, including from the Netzarim Corridor (established by Israel near Gaza City and separating the north of the Strip from its south), something Israel has refused to do.” “So far.”

She added: “However, Israel will not be forced (according to the new initiative) to commit not to resume fighting at a later stage, and there will be no need for international guarantees in this regard.”

She explained that, in return, the exchange rates, or what is known as the “key” of the deal, will be determined later, meaning the number of Palestinian prisoners who will be released for every Israeli detainee in the Gaza Strip.

The channel claimed that “Egypt is preparing to push for the deal; “According to Masri, he will arrive in Israel on Friday to discuss the details,” while no announcement was issued from Cairo in particular until 19:40 (UTG).

For its part, the private Hebrew Channel 12 said that the Israeli initiative includes “the release of 20 Israeli detainees, including women, female soldiers, the elderly and the seriously ill, while allowing the return of displaced residents of the northern Gaza Strip, and Israel not committing to a permanent cessation of the war.”

She continued: “In addition, it is expected that Israel will conduct negotiations differently than it has done so far; “It gives more weight to the Egyptian mediators, because of the disappointment with Qatar,” she said, without further details.

She said: “The Ministers of the War Council will have to make a dramatic decision in the near future, whether to go to the ground operation in the city of Rafah (south of the Gaza Strip), or to continue efforts to reach a deal for the kidnapped (Israeli prisoners).”

The channel claimed that Israeli Chief of Staff Herzi Halevy and Shin Bet (General Security) head Ronen Bar, who visited Cairo on Wednesday, “discussed with Egyptian officials two pressing issues: the Egyptian proposal to release prisoners and coordination of a military operation in Rafah.”

On Tuesday evening, Egypt strongly denied the validity of an American press report regarding its exchange of military plans with Israel regarding Rafah, stressing its complete rejection of the possibility of invading the city.

For months, Egypt, Qatar, and the United States have been leading indirect negotiations between Israel and the faction movement with the aim of reaching a ceasefire agreement in the Gaza Strip and an exchange of prisoners and detainees between the two parties.

The negotiations did not finally result in the crystallization of an agreement because of Israel’s rejection of the faction movement’s demand to end the war, withdraw its forces from the Gaza Strip, and return the displaced Palestinians to the northern Gaza Strip.

Since October 7, the Israeli army has been waging a devastating war on Gaza with American support, leaving regarding 112,000 dead and wounded, most of them children and women, which required Tel Aviv to be tried before the International Court of Justice on the grounds of “genocide.”

Israel continues its devastating war on Gaza despite the issuance of an immediate ceasefire resolution by the UN Security Council, and despite its appearance before the International Court of Justice on charges of committing “genocide.”
