Singapore’s Land Transport Authority (LTA) revealed on Friday that LECIP Singapore was the third-party vendor responsible for weeks of inaccuracies in the city-state’s bus arrival timing system. The disclosure came in response to parliamentary queries regarding the disruptions, which began impacting commuters on January 10th.
The system failures resulted in inaccurate bus timings displayed on bus stop screens and mobile applications, including the LTA’s MyTransport.SG app, causing significant delays and frustration for passengers. Initially, the LTA indicated that only a “small proportion” of buses were affected, but this assessment was later revised to encompass approximately 4,000 buses – roughly two-thirds of Singapore’s public bus fleet, which numbered 6,067 at the end of 2025.
Acting Transport Minister Jeffrey Siow informed Parliament on March 3rd that financial penalties would be imposed on the vendor, in accordance with the terms of their service-level agreement. However, the LTA stated on March 13th that details regarding the extent of those penalties remain under review.
LECIP Singapore has been contracted by the LTA since 2015 to manage and maintain the bus ETA system. The company’s responsibilities include system operations, maintenance, and ensuring the accuracy and availability of data. According to information available online, LECIP focuses on the local bus business, offering passenger information systems, fare collection equipment, and transit management systems.
The LTA initiated a system reset on January 21st in an attempt to resolve the issue, but this action temporarily disabled bus arrival time information across the network, including third-party applications. Efforts to fully restore the system continued for several weeks, with availability reaching above 90 percent by February 7th.
Minister Siow explained in a February 12th parliamentary response that a software defect, triggered by a server failure in January, was the root cause of the disruptions. This defect led to a build-up of data within the internal memory of data transmitters on the buses, hindering their functionality.
The LTA stated that it is currently reviewing the causes of the disruption with LECIP Singapore to ensure the long-term stability and reliability of the bus arrival timing system. LECIP Singapore has confirmed it continues to support system operations.
