Maine Health Insurance Losses Rise Under Janet Mills | 8000+ Drop Coverage

More than 8,000 Maine residents have lost health insurance coverage in recent months, a situation highlighted by Governor Janet Mills’ recent social media post acknowledging the issue and prompting scrutiny of rising premium costs and limited plan options.

The governor’s post, made on X (formerly Twitter) on November 16, 2023, garnered 88 likes and 32 replies, but also served as a focal point for complaints regarding the accessibility and affordability of healthcare in the state. Individuals responding to the post cited significant premium increases, particularly for those not eligible for substantial subsidies under the Affordable Care Act (ACA).

The Maine Department of Insurance confirmed the enrollment decline, attributing it to a combination of factors including premium increases and fewer insurers participating in the state’s health insurance marketplace. According to department data, enrollment in individual and small group plans decreased by approximately 8,200 individuals between October 15 and November 15, 2023.

“We are aware of the concerns regarding health insurance costs and coverage options,” said Maine Department of Insurance Superintendent Michael Beck in a statement released November 17, 2023. “The Department is actively working with insurers and stakeholders to address these challenges and ensure Mainers have access to affordable, quality healthcare.”

The primary insurer operating within Maine’s marketplace, Community Health Options, experienced a significant increase in claims costs in 2023, partially attributed to delayed care during the COVID-19 pandemic and rising prescription drug prices. This led to substantial premium increases for their plans, impacting a large segment of the insured population.

Maine’s individual health insurance market has faced instability in recent years. In 2019, the state experienced a period where only one insurer offered plans on the exchange. While competition has increased since then, the market remains vulnerable to fluctuations in insurer participation and pricing.

The Maine Legislature’s Health and Human Services Committee is scheduled to hold a public hearing on December 11, 2023, to discuss potential solutions to address rising healthcare costs and improve access to coverage. The hearing will include testimony from insurance companies, healthcare providers, and consumer advocates.
