Quiet. This is the quality that everyone ascribes to the Carinthian ÖVP boss. And that might also be the key to the fact that Martin Gruber works so well with the equally reserved governor Peter Kaiser. After two and a half decades, in which Carinthian politics stumbled from excitement to scandal, from scandal to court judgment, the past ten years have been downright boring.
