The administrator of the Federation of Childcare and Early Childhood Environments also points to a 2019 reform which has profoundly changed the conditions for being able to manage a childcare center. “This reform posed a lot of problems for small structuresexplic Alan Keepen.

Since 2019, it is no longer possible to request an opening authorization as an independent natural person. It is also no longer possible to conclude collaboration agreements with independent personnel.

For Alan Keepen, this is a double penalty: “In fact, we have childcare centers that have to double their rates, or even triple in extreme cases, just to be able to comply with the new rules. Today, if we add the crisis, we would have to ask parents for €1,200 for the nursery to run normally. It’s not tolerable.”
