Korea Unveils Landmark Declaration to Elevate Regional Diplomacy
Cheongju, South Korea – December 4, 2025 – In a move signaling a critically important shift in South Korea’s international engagement, the Northeast Asian society of Korea and North Chungcheong Province jointly adopted the “Central House Declaration for the Revitalization and Institutionalization of Local Diplomacy” yesterday. The declaration, born from the ‘2025 3rd Korea Regional Diplomacy Forum in North Chungcheong Province,’ establishes a formal framework for expanding the role of local governments in addressing global challenges.
The two-day forum, held at the Enford Hotel in cheongju, drew approximately 150 attendees including academics, representatives from international organizations, and local government officials responsible for international exchange. The declaration represents the culmination of discussions spanning a special session, academic presentations, panel discussions, and a focused roundtable.
This marks the first time Korea has officially articulated the principles and future vision for its regional diplomacy, acknowledging the growing importance of local governments as key players on the world stage. The declaration’s emergence reflects a national recognition of the need to proactively address issues like climate change, environmental sustainability, and global health crises at a localized level.
The roundtable discussion, moderated by Kangnam University’s Special Professor Park Sae-am and Korean Northeast Asian Society President kim Hyeong-soo, centered on the theme “The central axis connecting the world, the tasks and prospects of regional diplomacy.” Participants included prominent figures such as Korean Peace Research Society President Koh Gyeong-min,Hankook Ilbo National Deputy director Jeong Min-seung,South Chungcheong Province Director of Investment and Trade Policy Yoon Ju-young,Korea Association of City and Provincial governors International Director Ha Tae-yeok,Northeast Asian Local Government Association Secretary-General Lim Byeong-jin,and United Nations Park Management Office Director seo Jeong-in.
