In Jakarta and its surrounding areas, questions about the origins and quality of fuel are common among consumers. For many, the energy that powers vehicles and drives the economy is sourced from Pertamina’s Integrated Terminal Jakarta (ITJ) Plumpang, located in North Jakarta. This facility, which has been operational since 1974, has undergone continuous modernization to meet the growing demands of the Greater Jakarta area and beyond.

During a recent tour of ITJ Plumpang, key officials from Pertamina Patra Niaga, including Arif Yunianto, the Director of Logistics Fleet, and Arya Dwi Pramita, the Corporate Secretary, provided insights into the terminal’s critical role. They explained that the facility is not just an ordinary complex but a vital energy lifeline consisting of the Plumpang Fuel Terminal, Tanjung Priok Terminal, and the Tanjung Priok LPG Terminal.

Covering an area of 48 hectares, ITJ Plumpang boasts 26 storage tanks with a total capacity of 324,132 kiloliters. These tanks store various types of fuel, including Pertalite, Pertamax, Pertamax Turbo, Solar, FAME, and Pertamina Dex. One of the largest tanks can hold up to 20,000 kiloliters, which is enough to fuel approximately 100,000 round trips between South Tangerang, Banten, and Langsa, Aceh—a distance of 2,100 kilometers.

The Role of ITJ Plumpang in Fuel Distribution

ITJ Plumpang plays a crucial role in Indonesia’s fuel distribution network, accounting for about 20% of the nation’s total fuel distribution. Approximately 70% of the fuel distributed from this terminal is classified as public service obligation (PSO) fuel, directly impacting the daily lives of the general public. The remaining 30% consists of commercial fuel. From ITJ Plumpang, fuel is distributed to roughly 1,200 distribution agencies, including:

  • 70 Pertamina-owned gas stations
  • 848 private gas stations
  • 135 Pertashops
  • 101 locations for factories, the military (TNI), and police (Polri)

The distribution network extends across 18 cities and regencies in Jakarta, Banten, and parts of West Java, navigating through heavy traffic and crossing provincial borders. The tanker truck crews (AMT) receive their delivery destinations only after leaving the ITJ Plumpang gate, utilizing Pertamina’s digital system to optimize fuel distribution to stations in greatest necessitate.

Fuel Sourcing and Transportation

Most gasoline products, including Pertalite and Pertamax, are imported via ships that dock at the four 24-hour jetties at Tanjung Priok Port. Meanwhile, diesel fuel is sourced from PT Kilang Pertamina Internasional (KPI) Refinery Unit VI in Balongan, West Java. Pertamina is currently constructing a 212-kilometer underground pipeline network to connect this refinery directly to ITJ Plumpang, allowing for a flow rate of 500 kiloliters per hour.

Quality Control Measures

Ensuring fuel quality is paramount for Pertamina, which has implemented rigorous quality control measures involving five layers of inspections:

  1. Pre-departure inspections at the loading port to secure a Certificate of Quality (CoQ).
  2. Sampling and testing upon the ship’s arrival at Tanjung Priok Port.
  3. Periodic quality checks every 15 to 60 minutes during the fuel’s journey through the pipeline from the Balongan Refinery.
  4. Laboratory testing after the fuel settles in the Plumpang tanks, with retained samples kept for at least 14 days.
  5. Final testing before fuel is pumped into tanker trucks, along with random inspections of visual clarity.

To ensure compliance with international standards, ITJ Plumpang employs advanced technologies, including the Cooperative Fuel Research (CFR) Engine, which adheres to ASTM D-6299 standards for testing fuel quality. This facility is certified under ISO 17025:2017, ensuring that all instruments are calibrated according to national accreditation standards.

Technological Innovations in Distribution

Pertamina utilizes a fleet of 246 tank trucks, each with a capacity of 5,566 kiloliters, to operate around the clock. Fuel flows from the storage tanks through a network of pipes to 12 filling stations for the trucks, with valves that can pump fuel at rates of 1,200 to 2,200 liters per minute. Modern tanker trucks are equipped with leak-prevention technology that automatically stops fuel flow if the tank valve is opened while en route to gas stations. Driver behavior and road conditions are monitored through smart dashcams and GPS systems, overseen by the Pertamina Digital Hub.

Given that fuel is sensitive to temperature fluctuations, Pertamina requires gas station attendants to inspect storage tanks regularly to ensure there is no contamination. Consumers can also request daily fuel stockpile reports to verify quality.

The Complex Logistics of Fuel Distribution

As an archipelagic nation, Indonesia’s logistics system for fuel distribution is among the most complex globally. Arya Dwi Pramita emphasized that the process of delivering quality fuel to consumers is continuously monitored from the field and at the Pertamina Digital Hub.
