Remembering Joyce Lee Frain: Owner of Hancock County Courier Publishing Company and Dedicated Philanthropist

Joyce Lee (Wagner) Frain, 84, died September 21, 2023, at the S. Mitchell Mack Hospice House in Mooresville, North Carolina.

Joyce was born on July 31, 1939, in Steubenville, Ohio, and was a long-time resident of New Cumberland, WV.

Joyce was the fourth-generation owner/operator of the Hancock County Courier Publishing Company, a life-long member of First Presbyterian Church of New Cumberland, West Virginia and more recently worshipped at Davidson College Presbyterian Church of Davidson, North Carolina. She loved animals, travel, playing bridge and knitting. Joyce donated much of her time to her church and community.

She is survived by her two children, Lora Lee (Rafftt Long) Price and Reverend John Ryan, two grandchildren Autumn Long, Aaron (Jackie) Long, and two great-grandchildren Harrison Long and Harper Long, brother David (Barbara) Wagner, sister Diane Wagner, several nephews and nieces.

She was preceded in death by her mother Mary Lou Plattenburg (Harry) Newburn and father Roseman Wagner.

In lieu of flowers, donations can be made to the Hancock County Humane Foundation, 241 Ohio River Blvd., New Cumberland, WV 26047. A memorial service will be held later.
