Breaking News: Rennes Métropole Launches Public Market for Waste Management Amidst UVE Closure
While the Villejean Energy Valuation Unit (UVE) remains at a stop, Rennes Métropole is launching a public market to ensure the transitional treatment of its household waste. This development is a critical move in managing waste effectively as the UVE undergoes heavy restructuring and modernization.
UVE: The Road to Restructuring
Since April 2022, the UVE, the main waste treatment site in Rennes Métropole, has been closed due to extensive renovation work. Initially scheduled for 13 months, these renovations have faced numerous challenges, extended beyond the original timeline. Technical difficulties with the boilers, handled by the Italian company Ruths, have been the primary culprit.
To expedite the process, Rennes Métropole recently contracted Sentis industries, a new service provider from Moselle, to continue the site’s operations. This strategic choice aims to move the project forward amidst the delays.
Launching the Public Market
With the UVE’s prolonged stoppage, Rennes Métropole has initiated a public market to manage part of its waste through external providers. The market focuses on:
- Residual household waste (OMR): Non-recyclable waste after sorting, totaling 1,250 tonnes per month (15,000 tonnes over 12 months).
- Incinerable waste from recycling centers: 4,419 tonnes annually.
The contract lasts for an initial 6 months, extendable twice by 3 months each, totaling 12 months maximum. Services are slated to begin on January 1, 2026, with purchase orders notified by December 2025.
Impacts and Future Outlook
The mission of information, studies, and evaluation on the UVE’s work highlighted the severe consequences of the UVE’s stoppage. In 2023, only 50% of 93,639 tonnes of waste were treated by incineration, with the remaining 50% buried. The scenario worsened in 2024, with 85% of waste buried and merely 15% treated. This resulted in the emission of 38,171 tonnes of greenhouse gases (GHG), negatively impacting the environment.
