One year following the approval of the state law that prohibits the sale of cans of whipped cream to those under 21 years of age, identification controls are already being implemented in New York stores. The canisters contain cartridges of nitrous gas that act as propellants but is also a dissociative anesthetic, according to the Drug and Alcohol Foundation. Consumption can cause loss of blood pressure, fainting, heart attacks and sudden death.
