Sharp Rise in Youth-Driven Violence in Bavaria Calls for Immediate Action

Bavaria Sees Drop in Overall Crime, But Violent Crime – Especially Among Youth – Surges

Munich, Germany – December 3rd, 2025, 6:00 p.m. – Bavaria is experiencing a paradoxical trend in criminal activity: a decrease in overall convictions alongside a significant rise in violent crime, notably among young offenders. justice Minister Georg Eisenreich presented the 2024 criminal prosecution statistics yesterday, revealing a 2.7% drop in the total number of people sentenced – 110,691 – compared to 2023. However, this decline is overshadowed by a worrying surge in violent offenses.

the statistics indicate a growing willingness to use violence across the state. Courts delivered 2,931 verdicts for dangerous bodily harm, representing an 11.9% increase. The most concerning trend is the dramatic escalation in violent crime committed by young people. In 2024, 931 young individuals were convicted of violent crimes – a staggering 21.7% increase from 2023. This figure is even more alarming when compared to pre-pandemic levels, representing a 52.1% jump from 2019. A total of 655 young people faced judges for dangerous bodily harm.

Minister Eisenreich attributes the overall decline in convictions, in part, to the recent partial legalization of cannabis. The data also reveals that 82.7% of those convicted across all crime categories are male.

In response to the escalating violence, particularly among youth, the Justice ministry announced the creation of 170 new positions for public prosecutors.This move aims to bolster the capacity of the legal system to address the growing number of violent offenses and ensure swift and effective prosecution. The ministry has not yet detailed specific strategies beyond increased staffing to combat the root causes of youth violence.
