Panchkula, Haryana – Haryana Chief Minister Nayab Singh Saini on Tuesday outlined a plan to transform the state’s law enforcement capabilities, aiming to establish Haryana as a national model for maintaining peace and security. The initiative includes substantial investment in police modernization, ongoing recruitment efforts, and advanced training programs for specialized units like the SWAT Commando force.
Saini’s announcement came during the valediction ceremony of the sixth batch of the SWAT Commando Course at the Commando Training Centre in Panchkula. He emphasized the government’s commitment to equipping the police force with the resources needed to address evolving security challenges, ranging from traditional crime to emerging threats like terrorism and cyberattacks. The focus on law and order comes as Haryana seeks to bolster its reputation for safety and attract investment, building on existing efforts to improve the state’s economic climate.
Modernization and Recruitment Underway
The Haryana government is currently investing ₹300 crore in the modernization of the state police force, according to Saini. This investment will focus on procuring modern weapons, improving bulletproof equipment, strengthening communication systems, establishing cyber labs, and upgrading training institutions. Alongside the modernization drive, the recruitment process for 5,500 latest police personnel is currently underway, bolstering the force’s capacity to respond to incidents and maintain public order.
During the ceremony, Saini inaugurated a new firing simulator constructed at a cost of ₹85 lakh. This state-of-the-art facility utilizes modern technology to provide realistic training scenarios for personnel, improving reaction time and firing accuracy. The simulator allows officers to practice complex situations without risk, enhancing their preparedness for real-world encounters.
Commando Training Centre: A Legacy of Excellence
The Commando Training Centre in Panchkula, established in 1984 and formally offering commando training since March 4, 1985, has become a cornerstone of Haryana’s security infrastructure. Spread across approximately 12 acres, the center has trained over 25,700 personnel in 12 specialized courses, ranging from basic commando skills to advanced SWAT tactics. The center’s curriculum now includes training in anti-terror operations, close-quarters battle, drone operations, IED handling, and firefighting.
Saini highlighted the importance of specialized units like SWAT in addressing the evolving threat landscape. “The present era has moved beyond traditional crime patterns, with challenges such as terrorism, organised crime, cyber attacks, and drone-based threats emerging rapidly,” he stated. He further announced plans to equip the Commando Training Centre with even more advanced technologies, including simulation-based training, virtual reality modules, and increased inter-agency joint exercises.
Combating Crime and Enhancing Safety
Haryana is demonstrating progress in several key areas of crime prevention. The state government reports a 16 percent reduction in crimes against women in 2025. Haryana is leading the nation in combating cybercrime, having protected citizens’ assets worth ₹256 crore by intercepting 36 percent of fraudulent transactions in real-time and blocking 1.5 lakh fraudulent mobile numbers.
Authorities have also taken decisive action against organized crime, busting 426 criminal gangs and securing the extradition of 15 gangsters who had sought refuge abroad. The state is also committed to becoming drug-free under “Action Plan 2029.” A key innovation in forensic science is the implementation of the ‘TRAKEA’ bar-coding system at the Madhuban Police Complex, making Haryana the first state in India to track evidence from police stations to forensic labs using this technology.
To enhance support for women, Haryana has established 33 women police stations and 239 women help desks in remote areas.
Director General of Police Ajay Singhal was also present at the ceremony.
