The Krasnoyarsk Territory was headed by former Deputy Minister of Finance and ex-head of the Federal Agency for Scientific Organizations Mikhail Kotyukov. The decree on his appointment as acting head of the region must be signed by President Vladimir Putin. The appointment of Kotyukov to this post was long-awaited – back in 2017, when Viktor Tolokonsky resigned, Kotyukov was called one of the candidates for the post of head of the region.

Putin held a meeting with Kotyukov via video conference. The President began the conversation by saying: Kotyukov himself comes from the Krasnoyarsk Territory, worked there for many years and grew to the position of Deputy Governor of the region (in 2007-2010), so he “does not need to be told what the Krasnoyarsk Territory is.” Kotyukov said that he would use all his potential and opportunities to solve urgent issues for the inhabitants of the region.

“We always keep in mind such issues as the development of the energy complex, utility infrastructure, ensuring the transport connectivity of the territory, transport accessibility for the inhabitants of the region, [обеспечения] all necessary infrastructure,” he said. Kotyukov especially emphasized the topic of ecology, since the black sky regime was repeatedly introduced in the region, and the development of the social sphere.

The President said that he “just talked” with Alexander Uss, who “did a lot for the development of the region.” Therefore, Putin is confident that the transfer of cases “will take place in a businesslike, comradely manner.”

The resignation of Uss was planned for a long time, said interlocutors close to the presidential administration (Vedomosti wrote that it was being prepared on February 6). An interlocutor of Vedomosti, close to the regional authorities, says that Uss was in Moscow on April 19. The region has not yet defended the election strategy that the authorities of the regions where the elections will be held have been representing in the presidential administration for the past two months, two Vedomosti sources close to the Kremlin noted.
