“In order to guarantee that citizens receive both secondary general education and secondary vocational or higher education, it is proposed to gradually raise the lower limit of the draft age to 21,” the document says.
Currently educated men of military age can receive a deferral for the duration of their studies. The current version of the bill, as amended, does not change this rule.
However, there is another important detail in the explanatory note: the fact is that if the amendments are adopted, schoolchildren and students will not need to go to military registration and enlistment offices and go through a commission twice a year.
