State of Mexico’s Social Justice Caravans Deliver $14M in Savings to Nearly 300,000 Residents
TOLUCA, Mexico – In a significant boost to accessibility and affordability, the government of the State of Mexico has announced that its Itinerant Caravans for Social Justice Program has already benefited 295,000 people in 2025, generating a remarkable 236.8 million pesos (approximately $14 million USD) in savings through free or heavily discounted services. This initiative is a game-changer for residents, particularly those in remote areas, seeking essential legal and administrative support.
Expanding Access to Justice Across Mexico
The program, spearheaded by Legal Counsel Jesús George Zamora, has now facilitated over 843,000 procedures and services since its inception. A key expansion for this year is the addition of a third Caravan, allowing simultaneous coverage of three municipalities each week. This increased reach, coupled with an expanded catalog of 125 services offered by 31 state and federal agencies, is dramatically improving access to vital resources.
But this isn’t just about numbers; it’s about real people. The most impactful service? Free wills. Over 17,238 wills have been delivered without charge, saving residents an average of 4,000 pesos (approximately $235 USD) per document. This is made possible through a collaborative effort with the College of Notaries of the State of Mexico, demonstrating a powerful public-private partnership.
Beyond Wills: A Comprehensive Suite of Services
The Caravans offer a surprisingly broad range of assistance. Residents are receiving 205,000 free certified copies of Civil Registry documents, a crucial step for identification and accessing other services. More than 6,900 marriages have been performed, and comprehensive legal advice is readily available. New additions for 2025 include participation from federal Welfare agencies, the National Institute of Sustainable Land, the National Population Registry, Infonavit (Mexico’s housing institute), the National Institute for Adult Education, and the Federal Institute of Public Defender.
Need a driver’s license? Motorcycle certification? Guidance on gender violence? The Caravans have you covered. They also facilitate complex processes like intestate and testamentary succession, mortgage cancellation, and mediation services provided by the state’s Judicial Branch. This holistic approach addresses a wide spectrum of citizen needs.
“It Helps Us Save Time, Money, and Effort” – A Resident’s Story
Leticia Torres Flores, a resident of Timilpan, shared her experience: “It helps us a lot to save time, money and effort from traveling so far. My concern is to have my documents in order, the birth certificate helps me a lot to identify myself wherever I go. That all citizens are aware of this great support that the Governor gives us.” Her story underscores the program’s core mission: bringing essential services directly to the people, eliminating barriers to access.
Prioritizing Equity and Inclusion
From January 2024 to date, the Caravans have visited all 125 municipalities in the State of Mexico, often multiple times. A deliberate strategy prioritizes locations furthest from administrative centers, ensuring equitable access to social justice for all citizens. This commitment to inclusivity is a defining characteristic of the program.
The State of Mexico’s Itinerant Caravans for Social Justice Program isn’t just a temporary initiative; it’s a model for proactive governance, demonstrating how governments can directly address citizen needs and empower communities. As the program continues to expand and evolve, it promises to be a cornerstone of social equity and access to justice for years to come.
