In recent years, the Party and State have always paid attention and focused on direction on ensuring energy security, in which electricity supply security plays a pivotal role. However, the implementation of electricity supply in recent times has sometimes been inadequate and difficult due to many reasons, both objective and subjective; In particular, there was a local power shortage in the North at the end of the dry season in 2023.

The Prime Minister requested the State Steering Committee for important national programs, works, and projects in the energy sector to focus on directing, inspecting, coordinating, and urging the implementation of tasks related to the energy sector. Investing and building important national and key programs, works and projects in the energy sector in accordance with resolutions of the National Assembly, the Government and decisions and guiding documents of the Prime Minister.

In addition, the Steering Committee must inspect and urge investors of works and projects, consulting organizations and contractors to carry out the tasks identified in the approved Planning and Plans. , investment policies for works, projects or approval decisions of each component project to ensure construction progress and project quality.

In particular, it is necessary to urge ministries, branches and People’s Committees of provinces and centrally-run cities to resolve according to their authority difficulties and problems related to site clearance of important works and projects. important national and key energy sectors and immediately report to the Prime Minister on contents beyond their authority, and at the same time propose solutions to the Prime Minister for consideration and decision when problems arise for the Government. key and urgent projects.

For the Minister of Industry and Trade, the Prime Minister requested to focus on leading and directing the implementation of a number of specific tasks, especially the plan to implement the National Electricity Development Plan for the period 2021-2030, vision to 2050 (Power Plan VIII). In particular, focus on implementing tasks to ensure supply for the Northern power system in the coming years.

It requires the Ministry of Industry and Trade to coordinate with the Committee for Management of State Capital at Enterprises, Ministries, branches and People’s Committees of relevant provinces and centrally-run cities to direct, guide and support the Group. Vietnam Electricity Group deploys and accelerates progress to complete as soon as possible the 500kV line 3 of Quang Trach – Pho Noi supplying electricity to the North (striving to complete and energize in June 2024) ;

Preside over and coordinate with Vietnam Oil and Gas Group and Vietnam Electricity Group to develop a Decree related to the gas and wind electricity trading mechanism in an abbreviated form and must be completed no later than the second quarter of 2024; Urgently review power sources in the Northern region, report to the Prime Minister on solutions to speed up the progress of power source projects under construction, and solutions to immediately deploy new power sources, specifically for each project in the Northern region.

The Prime Minister requested the Ministry of Industry and Trade to direct Vietnam Electricity Group and the National Power System Dispatch Center to operate the power system to ensure power supply, develop power supply plans and operate the system. national electricity with the goal of ensuring electricity supply, ensuring supply backup and being able to respond and control extreme operating scenarios that may occur.

Direct the Vietnam Oil and Gas Group, Vietnam Coal and Mineral Industry Group and Dong Bac Corporation to fully and continuously ensure supply on time, with enough volume, and with the right type of coal to serve Electricity production according to signed Contract/Commitment; Coordinate with relevant units to forecast fuel use and supply, ensuring electricity supply security.

The Ministry of Industry and Trade is responsible for directing, inspecting and supervising Vietnam Oil and Gas Group to implement all solutions to ensure the progress of the block B gas-electricity project chain according to Power Planning VIII, focusing on removing obstacles. within its authority, promptly report to the Prime Minister to resolve issues beyond its authority.

Track and monitor the progress of key energy projects, such as Blue Whale and Thi Vai – Nhon Trach projects; preside and coordinate with relevant ministries and branches to promptly handle issues within their authority, report to the Prime Minister on contents beyond their authority, and ensure project implementation according to the proposed plan.

In addition to strictly implementing electricity saving requirements, the Prime Minister requested the Ministry of Industry and Trade to seriously carry out state management of electricity sources produced, traded, and sold outside the state sector.

For the Minister of Natural Resources and Environment, the Prime Minister’s Directive requires this agency to urgently direct and guide thermal power plants in the Northeast region (especially thermal power plants in the province). With the Chairman of Vietnam Electricity Group, the Directive requires this agency to coordinate with the National Power System Dispatch Center to develop plans and operating methods for the national power system with the goal of ensuring supply. electricity, paying special attention to supply backup, hydroelectricity availability, and adequate preparation of fuel for thermal power to supply peak electricity in the annual dry season.
