Those who arrive in Saudi Arabia on individual visas are allowed to perform Umrah

Riyadh: Saudi citizens are allowed to perform Umrah on individual visas that allow them to bring foreigners of their choice to the country as guests, the Saudi Ministry of Hajj and Umrah has announced. For Saudi citizens, the validity period is 90 days for single visa and one year for multiple visa. Citizens can apply for more than one individual visa simultaneously.

Visitors are allowed to enter the country more than once during the visa period. Those with multiple visas must leave the country and return following 90 days following entering the country. Individual visa holders are allowed to worship and visit the Prophet’s Mosque in Madinah and travel anywhere in the country, including historical sites and tourist attractions.
