Trump Greenlights Russia Sanctions Bill Amid Rising Tensions | Graham

President Donald Trump has “greenlit” a bipartisan Senate bill imposing sanctions on Russia, according to Senator Lindsey Graham (R-S.C.), as tensions escalated Wednesday with a reported Russian submarine deployment in the North Atlantic to safeguard a fleeing oil tanker.

Graham made the announcement following what he described as a “very productive meeting” with President Trump, according to a statement released January 7, 2026. The senator indicated the Senate could vote on the legislation as early as next week. The bill aims to penalize countries continuing to purchase Russian oil, a key source of revenue for the Kremlin amid its ongoing conflict in Ukraine.

The sanctions bill specifically targets nations like China, India, and Brazil, seeking to “incentivize” them to curtail their reliance on discounted Russian oil, Graham stated. He framed the legislation as a means to exert “tremendous leverage” over these countries, potentially impacting their economic relationships with Russia.

The development comes after Senator Graham reportedly expressed significant frustration with the Trump administration’s approach to both Russia, and Iran. At the Munich Security Conference last month, Graham engaged in a “profanity-laden tirade” during a meeting with Danish officials, according to sources who were present. The outburst, first reported by Puck News and confirmed by Scripps News, was reportedly fueled by Graham’s dissatisfaction with President Trump’s reluctance to authorize military action against Iran and his delay in approving the Russian sanctions bill.

A spokesperson for Graham dismissed assertions that the senator expressed frustration with President Trump as “categorically false,” but declined to comment on the specifics of his behavior during the Munich meeting. The sanctions bill has been championed by Graham for nearly a year, seeking bipartisan support to address Russian aggression.

Earlier this month, Senator Graham urged President Trump to increase pressure on Russian President Vladimir Putin, particularly in response to attacks targeting Ukraine’s power grid. He has argued that current U.S. Pressure is “not working,” according to a report by The Hill. Russia, in turn, has issued an arrest warrant for Graham, a move that appears unrelated to the sanctions debate but underscores the escalating tensions between the two countries.

The White House has not yet issued a formal statement beyond Graham’s announcement. It remains unclear whether the bill will pass the Senate with the bipartisan support Graham anticipates, or what specific actions President Trump will take if it reaches his desk.
