The U.S. Army has awarded Global Military Products a four-year contract to manage facility operations and spearhead new product development at the Quad Cities Cartridge Case Facility (QCCCF) located at Rock Island Arsenal in Illinois, the Department of Defense announced on April 1st.
The contract, valued at approximately $16.8 million, encompasses a broad range of services, including facility maintenance, utilities management, and the development of advanced cartridge case technologies. Global Military Products will also be responsible for equipment maintenance and repair, as well as ensuring compliance with environmental and safety regulations at the QCCCF, according to the official DoD contract award notice.
Rock Island Arsenal, established in 1863, has a long history of supporting the U.S. Army’s logistical needs. The QCCCF itself has been a critical component of ammunition production for over a century, initially focused on manufacturing brass cartridge cases for small arms. Today, the facility produces a variety of cartridge cases for both small and large caliber ammunition used by all branches of the U.S. Military.
The Army’s decision to outsource facility management and development responsibilities to Global Military Products reflects a broader trend within the Department of Defense towards leveraging private sector expertise to improve efficiency and reduce costs. A spokesperson for the Army Materiel Command, which oversees the QCCCF, stated that the contract will allow the Army to focus its resources on core competencies while ensuring the facility continues to operate at peak performance.
Global Military Products, headquartered in Oklahoma City, Oklahoma, has extensive experience in providing logistics and maintenance support to the Department of Defense. The company currently holds contracts with several other military installations, providing a range of services including ammunition handling, storage, and transportation. According to the company’s website, they specialize in “complex logistical challenges in austere environments.”
The QCCCF plays a vital role in the domestic production of ammunition, a capability that has gained increased attention in recent years due to global supply chain disruptions and geopolitical instability. The facility’s output is essential for maintaining the readiness of U.S. Military forces and supporting ongoing operations worldwide. The Army has not disclosed specific details regarding planned new product development at the QCCCF, citing security concerns.
The contract includes options for additional years of service, potentially extending the agreement to a total of ten years. Work under the contract will be performed primarily at Rock Island Arsenal, Illinois, with an estimated completion date of March 31, 2029, if all options are exercised.
