There are several reasons.

Women in the USSR were not allowed to wear dresses and skirts above the knee. But this rule did not apply to girls. In archival Soviet photographs you can see that the little ones wore dresses that sometimes might not even hide their underwear.

The requirements for adult and children’s clothing at that time did not coincide. It never occurred to anyone that a baby in a too short skirt might look obscene. But there were other reasons why the outfits for little fashionistas were so miniature.

It’s all regarding total deficit. To sew any thing you need fabric, and it had to be saved. That is why not so much material was allocated for the production of children’s outfits – they were content with the bare necessities. Another argument in favor of children’s minis is that short clothes make it much more comfortable for a child to run and play. And you definitely can’t argue with that.
