It is 2 months since the activation of the most dynamic and effective health plan that has been implemented, in the last decade, in our homeland. The (0800 Mustache) becomes an extraordinary program of high social impact and health care that vigorously covers the 14 municipalities that make up the Carabobeño territory. President Nicolás Maduro during the edition of his television program “Con Maduro +”, presented, with valid pride, the balance that was offered to him by Governor Rafael Lacava, which showed the superb figure of more than 37 thousand people attended through the health care service 0800 BIGOTE.
The President of the Republic came to assess the positive impact of this unprecedented initiative and instructed his entire government team to present this experience to all governors and mayors, to refine its application in other regions of the country. “It is urgent to study the phenomenon of (0800 Mustache) which is the new stage of the iconic Misión Barrio Adentro and the elaborate version to comprehensively tackle public health, providing answers to guarantee the people their right to health.”
In this sense, he instructed Governor Rafael Lacava to explain how the 0800 BIGOTE was prepared, how it was structured and how it is working. “I want to progressively take to all the states of the country, this wonderful formula that was born in Carabobo for direct attention to people’s health, in their sector, in their own home, it is the people receiving direct government action.”
Governor Lacava, during his lengthy report, came to highlight important figures such as the direct and immediate care of 13,065 cases treated through this essential program and of which 7,300 were transfers in the hundred ambulances, which became the irreplaceable tool of the (0800 Mustache). In this sense, Governor Rafael Lacava outlined the undeniable achievements in just 2 months of operation.
Lacava pointed out that the multiple transfers in ambulances occurred due to emergencies to have specific examinations in hospitals, and more than 3,363 home evaluations have been carried out simultaneously, which is in essence the magic of this program, because it is to arrive directly at home to stabilize and provide free care, with a qualified medical team, to a patient for a certain ailment, regardless of the timetable.
It is the blessed people who thank their president and their governor for providing them with this wonderful instrument that is expressed under the fascinating name of (0800 Mustache). And a visibly moved Rafael Lacava declared “this is a blessing from God, President, the depth, dimension and impact of this tool that you have given us had never been observed in Carabobo, the people are very happy, thank you for all this President” .

But in his tireless effort to prioritize health for the entire region, Rafael Lacava organized, as a core complement, the Expo Salud Carabobo 2023, where more than 50 companies from the health sector actively participated. The event was constituted in the necessary symbiosis of the medical potentialities of public and private institutions with the definitive objective of providing optimal care to all Carabobeños.
The relevant event guaranteed the broad participation of government institutions from Carabobo, as well as clinics, medical service companies, pharmacies and non-profit foundations, with the intention of exposing their capacities in health matters in the entity and in a sort of opportune coupling to have an exact vision of the situation of the health area in the region and to be able to count on the competition of each one of the sectors, being reflected in the affirmation of the regional president “this Expo Salud Carabobo 2023 was necessary to be able to observe the potential possessed by the entire range of companies, services, and doctors that are now available to the health sector in the state.We were able to verify that we have expressions from the private sector and the public sector that will dynamically combine their efforts to display a health system according to the demands of the new times. Faced with the fierce atmosphere, the governor of Carabobo, Rafael Lacava, emerged to face the severe ravages, who again assumed his role as reference and leader to lead the extensive deployment of the security device for the immediate attention of the families affected by the sudden storm. Rafael Lacava went so far as to affirm “we are attending to all the people who were affected, there are some victims, with total loss, President Nicolás Maduro has instructed us to attend immediately and that is what we are doing here next to our neighbors, with our town”. To ratify his indeclinable vocation of permanent service, he affirmed “the government of Carabobo is on the streets, by instructions of the President of the Republic, our Bolivarian National Armed Forces, all the Civil Protection, Firefighters, Police forces and I must say that this town, that it is a noble and heroic people, despite having received the onslaught and impact of the rains, it is collaborating with us to do our work in the most efficient way at this juncture and I am sure that each one of them will to attend and their problems will be solved, that will always be our philosophy because here nobody gives up”. The figure of the blessed people reemerges with greater force. And that is the truth.
