ApplyEligibility for the Elderly Concession Scheme
The Elderly Discount Scheme is designed to help the elderly living alone or two or more people living together. Elderly aged 60 or above who meet one of the following conditions are eligible to apply for the above “Elderly Discount Scheme”:
1. Elderly without income: The asset limit is not more than the following amount to be eligible.
- Seniors living alone: $52,000
- Two seniors living together: $78,000
(Assets include land/properties owned in Hong Kong, Macau, the Mainland and overseas, cash, bank deposits, cash value of insurance plans, insurance premiums/surrender amounts of annuity plans, investments in stocks and shares and other convertible cash asset.)
- Self-occupied properties are exempt from the calculation
2. Elderly with income: As long as the income of the elderly does not exceed the “recognized needs” for receiving CSSA, they are eligible. The “recognized needs” for receiving CSSA include basic needs and special needs recognized under the CSSA scheme. Summarized as follows.
- Standard amount, related subsidy and special allowance

How to apply for the Elderly Concessionary Scheme
If the elderly intend to apply for any of the “Elderly Discount Schemes”, they can go to any review center, fill in the application form, present the relevant supporting documents, and after verifying that the information is correct, the review center can submit the application form to the relevant Agency Approval.
