A major growth has emerged in the ongoing case surrounding the largest cocaine seizure in Irish history. Vitaliy Lapa, a 62-year-old Ukrainian national, pleaded guilty to a drug offense connected to the bust.
Lapa appeared before a non-jury court on Monday, acknowledging his role in the attempted posession of over €13,000 worth of cocaine to sale or supply. The offense took place between September 21st and 25th, 2023.
This confession comes as part of the larger investigation into the seizure of 2.25 tonnes of cocaine from the Panamanian-registered bulk carrier MV Matthew. The dramatic operation,conducted by the Irish Defense Forces’ Army Rangers in September 2023,led to the apprehension of seven men in total.
Sean Guerin SC, representing the Director of Public Prosecutions (DPP), stated that Lapa’s guilty plea was acceptable on a full facts basis and that other charges against him woudl be addressed in due course. caroline Latham BL, Lapa’s legal counsel, requested a probation report, highlighting her client’s Ukrainian origin and lack of ties to Ireland.
Presiding Judge Ms Justice Melanie Greally, however, deemed a probation report premature at this stage, stating, “I wouldn’t initiate the process now but was not ruling it out as a possibility in the future.” Lapa remains in custody and his case is scheduled to be mentioned again on February 24th.
Simultaneously occurring, the other six men involved are facing separate legal battles. They submitted applications to the Special criminal Court on January 13th, seeking dismissal of the charges against them. While the reasons behind their requests remain confidential due to legal constraints, the hearings commenced two weeks ago, and the court is expected to deliver its ruling later this week.
Notably, lapa is the only defendant who has not sought dismissal of the charges against him. The six remaining individuals, hailing from Ukraine, Iran, the Netherlands, and the Philippines, face drug trafficking offenses at sea under the Criminal Justice Act 1994.
UK national Jamie Harbron, another individual linked to the seized cocaine, previously pleaded guilty to a related offense. He awaits sentencing, scheduled for later this year.
