The nation aims to bridge the divide between major AI players and the rest of the world, positioning itself as a facilitator for global AI advancement and responsible growth.

Central to India’s strategy is the proposal for an “AI for Billions Fund,” a crucial initiative designed to empower developing nations. This fund, envisioned to be seeded by development banks and Gulf investors, woudl provide essential resources like cloud credits, fellowships, and vital local language datasets. On the regulatory front, India seeks to offer a balanced approach, a middle ground between the stringent regulations of Europe and the more state-controlled environments of China. The nation plans to champion a voluntary “frontier AI code of conduct,” inspired by the Seoul pledge but with enhanced enforceability. Key tenets include the public disclosure of external red team results within 90 days, openness on compute usage that crosses a critical line, and the establishment of an accident hotline. this voluntary yet specific framework aims to guide responsible AI development without stifling innovation.

Furthermore, India is keenly aware of the potential for fragmentation in global AI efforts. The summit agenda is being carefully curated to be broad,inclusive,and consistently focused on the global good,seeking to mitigate the tensions inherent in the AI race between major powers like the U.S.and China.
