The Department of Public Works and Highways (DPWH) is moving to overhaul its procurement process, implementing an expedited “green lane” system for contractors in an effort to attract reputable firms back to government infrastructure projects. The initiative comes amid ongoing scrutiny following corruption allegations involving flood-control contracts and aims to rebuild trust in the agency and improve efficiency.

DPWH Secretary Vince Dizon announced the plan during a meeting with the Philippine Chamber of Commerce and Industry (PCCI) on Monday, February 16, 2026. The proposed system is modeled after the national “green lane” program established by the Board of Investments (BOI) to streamline the processing of permits and licenses for strategic investments, as outlined in Executive Order No. 18. The goal is to accelerate the often-tedious procurement process and payment schedules, encouraging major construction companies like Megawide Construction Corp. And EEI Corp. To participate in government-led projects.

Restoring Credibility Through Streamlined Processes

The move represents a significant attempt to address systemic issues within the DPWH. Recent corruption scandals have prompted a reevaluation of existing procedures and a desire to ensure transparency and accountability. Dizon stated that bringing in “legitimate contractors” is a crucial step in rebuilding public confidence in the department. The green lane aims to facilitate this by removing bureaucratic hurdles and creating a more predictable and efficient environment for businesses.

The PCCI has pledged its support in establishing the green lane system, recognizing the importance of infrastructure development for economic growth. PCCI President Ferdinand Ferrer emphasized the negative impact of stalled infrastructure projects on the country’s gross domestic product (GDP), noting a decline following the suspension of projects related to the 2025 corruption scandal. Ferrer indicated that the PCCI would collaborate with the DPWH to develop criteria for identifying and qualifying contractors for the expedited process.

How the ‘Green Lane’ Will Work

Details of the green lane system are still being finalized, but the concept involves a fast-tracked approval process for contractors who meet specific qualifications. These criteria, to be developed in partnership with the PCCI, will likely focus on a company’s financial stability, technical expertise, and track record of ethical conduct. The expedited process will cover both the procurement phase and the processing of payments, addressing two key pain points for contractors.

According to Dizon, the green lane will help “weed out contractors with suspicious backgrounds,” many of whom have been implicated in the multibillion-peso corruption mess. By prioritizing legitimate firms, the DPWH hopes to create a more level playing field and ensure that projects are completed to a higher standard. The Manila Times reported on February 18, 2026, that the system aims to speed up approvals for “critical infrastructure projects.”
