The problems extend beyond simple non-delivery. MyBroadband reported that the city’s payment systems are “on the brink of collapse,” a claim fueled by the lack of invoices and difficulties in accessing account information. Business Tech further reported that approximately 1.5 million homeowners in Gauteng province, where Johannesburg is located, are potentially affected by the billing issues.

The City of Johannesburg has been promoting e-Joburg as a solution for convenient account management. The platform, accessible at www.e-joburg.org.za, allows residents to register for online statements, make payments, and submit meter readings. A WhatsApp service, accessible at 060 910 7742, is also offered for viewing and paying accounts. However, the current disruptions are undermining confidence in these digital solutions.

CoJ e-Services, another online portal at eservices.joburg.org.za and joburg.itntnetworks.co.za/e-services/, offers a range of services including online valuation forms and access to building plan progress updates. The city encourages residents to register for email invoices through these platforms. However, the core issue of statement delivery – whether physical or electronic – remains unresolved for many.

The e-Joburg platform offers options for automated bill payments and payment arrangement plans for outstanding debt. The city emphasizes the security and efficiency of its online payment mechanisms, aiming to reduce costs and improve convenience for residents. However, these benefits are inaccessible to those who haven’t received a statement to initiate payment.

As of February 21, 2026, the City of Johannesburg has not issued a public statement addressing the scale of the billing issues or outlining a plan for resolution. The city’s call center remains available at 0860(JOBURG) or 0860 56 28 74 for queries, but residents report long wait times and limited information.
