A bribe case leads to search of deputy head of Rostov’s administration

In early March, searches were conducted at the residence of Alexei Pikalov, the deputy head of administration for housing and communal services in Rostov-on-Don. Pikalov is a witness in an ongoing bribery case involving the director and deputy director of Rostgorsvet PCR, according to a law enforcement source interviewed by Kommersant. The search targeted objects and documents that may aid in the investigation of the case, as Pikalov is the curator of the housing and communal services department that supervises Rostgorsvet. The city administration did not immediately respond to requests for comment. Anton Rachkov, the director of Rostgorsvet, and his deputy, Elena Zershchikova, were both charged with bribery under Part 6 of Art. 290 of the Russian Criminal Code, following an investigation that revealed they accepted a bribe exceeding 1 million rubles from a commercial entity. The bribe gave the enterprise an unfair advantage in winning contracts for Rostgorsvet. Rachkov was placed under house arrest while Zershchikova was taken into custody. Criminal case under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe) was initiated against the director of the PCR “Rostgorsvet” Anton Rachkov and his deputy Elena Zershchikova in early March.

As previously reported by the Investigative Committee of the ICR for the Rostov Region, officials of the PCR “Rostgorsvet” received a bribe in the amount of more than 1 million rubles from the director of a commercial organization. for information that makes it possible to win bids for the conclusion of work contracts with the enterprise out of competition. Anton Rachkov was placed under house arrest, and his deputy Elena Zershchikova was taken into custody.
