The Director of the Licensing Department specified that entities cannot establish, organize, or perform acts to collect donations in the Emirate of Abu Dhabi without obtaining a permit from the Department. Exceptions include licensed entities, such as charities, federal, local, and private entities, and institutions that have laws, decrees, or decisions to collect, receive, and make donations. These entities possess the necessary experience and capabilities to carry out such tasks.

The licensed entities that can collect and receive donations in the Emirate of Abu Dhabi include the Emirates Red Crescent Authority, the Authority for Community Contribution Together, the Khalifa Bin Zayed Al Nahyan Foundation for Humanitarian Works, the Zayed Bin Sultan Charitable and Humanitarian Foundation, the Faraj Fund, the Emirates Nature-WWF Foundation, the Smile Foundation, and the Make-A-Wish Foundation.
