Abuse of the most vulnerable: launch of the Estates General

Jean-Christophe Combe, Minister of Solidarity, Autonomy and Disabled People, launched, on March 6, the Estates General on the mistreatment of adults in vulnerable situations. ” Because there is urgency“, consultations carried out jointly for five months with all the players in the sector – associations, professionals, justice – will feed into a national strategy to combat abuse presented in the fall of 2023.

Remember that last January, Jean-Christophe Combe, Ministry of Solidarity, Autonomy and People with Disabilities, committed to it wishing to give an answer to the concerns of the French who expressed a deep concern regarding the mistreatment of vulnerable, elderly or disabled people. The results of a recent CREDOC survey highlighted this: 70% of French people worried regarding themselves or their loved one regarding the risk of abuse, the second highest risk following serious illness. An even higher concern among those who feel isolated, or who are in a situation of chronic illness or disability. The Minister then announced the upcoming launch States General of Mistreatment. The purpose, to give a voice to all the representative bodies of the people concerned and professionals and to the associative stakeholders in order to feed the construction of the strategy which will be launched in the autumn around 3 major objectives: better seeing, better freeing and hearing. speech, better fight all abuse.

On March 6, 2023, Jean-Christophe Combe therefore officially launched these “States General on Abuse of Adults in Vulnerable Situations”. After giving the floor to association representatives, the Minister recalled the importance ” to give voice to those who are concerned, to those who live daily with the people concerned, so that we can change things“. Building an action “with” is the goal of these Estates General, he underlined. ” This subject must be carried in a plural way. It all starts with the people involved because they are the ones who know and can. This is why the steering committee is made up of four people elected from bodies representing users, in the fields of the fight once morest exclusion.« .

In practice, the consultations launched within the framework of these Estates General will last five months, allowing different contributions to be brought together. Two working groups will be set up:
– work on the one hand on the early identification of situations of abuse at home and the orientation of victims;
– work on mobilizing the forces of order and justice to better prevent situations of mistreatment. In the coming weeks, four webinars will be organized to present the framework and expectations of future contributions. And the Minister mentioned the holding, on March 10 in Strasbourg, of a symposium on the inclusion of the elderly with the participation of the GHU Paris Neurosciences; symposium which will provide valuable lessons.

The final report is scheduled for next July and, in the fall, a national strategy to combat abuse will be presented by Jean-Christophe Combe.
