On the same day, Standing Secretary of the Central Committee of the Communist Youth Union Nguyen Ngoc Luong signed a decision posthumously conferring the Courageous Youth Badge to Major Tran Ngoc Duy.

Before that, the Ministry of Defense also decided to promote the military rank ahead of time from the rank of captain to major for pilot Tran Ngoc Duy.

Previously, at 12:09 on January 31, Su 22 aircraft, number 5873 of the 921st Airborne Regiment, Division 371, Air Defense-Air Force, was flown by Captain Tran Ngoc Duy, 3rd level pilot. The pilot took off the first flight, training flight number 206.

At 12:27, during landing, the plane crashed, the pilot was ordered to parachute but tried to save the plane. However, later, the plane crashed and the pilot died.

Immediately after the incident, the Ministry of Defense directed the Air Defense-Air Force and relevant agencies and units to urgently overcome the consequences, investigate and clarify the cause of the accident. At the same time, together with functional agencies and Party committees, authorities and local organizations to visit, encourage family and do policy work for pilot Tran Ngoc Duy and his family.

Major Tran Ngoc Duy, born in 1992, from Vu Thu district, Thai Binh province; residing in Nam Cuong ward, Yen Bai city, Yen Bai province. He is currently the Deputy Squadron, Chief of Staff of the 1st Squadron of the 921st Air Regiment, 371st Division.
