Addressing the issues in the debate on the short Isapres law is the objective of Tuesday’s summons from the Senate Health Commission. This, after yesterday the legislators had the first of two marathon sessions that seek to conclude, within this month, the processing of the norm in the Upper House.

With the presence of the Minister of Health, Ximena Aguilera; the Superintendent of Health, Víctor Torres; the director of Fonasa, Camilo Cid; and the president of the Isapres Association, Gonzalo Argandoña, senators Juan Luis Castro, Ximena Órdenes, Juan Ignacio Latorre, Sergio Gahona and Francisco Chahuán resumed the vote on the indications that began last week.

In this way, progress was made with the formula under which the Isapres must return the surpluses to their affiliates for not having applied the single table of risk factors. Thus, the rule determines that insurers must deposit the amounts in a specific checking account for these purposes. The sanctions that these institutions will have in the case of distribution of profits were also addressed.

Likewise, the creation of the Complementary Coverage Modality (MCC) and the associated insurance was sent to the room, which is the option that public insurance will provide to its members, many of whom will come from an Isapre, to receive benefits similar to those carried out in private health.

These last provisions had the abstentions of Senators Gahona and Chahuán, who argued that “the MCC does not provide sufficient guarantees that this modality will work; we do not have clarity about the portfolio or the premium,” they said.
