At the UN Security Council convened to discuss the launch of an intermediate-range ballistic missile (IRBM) by North Korea, South Korea has been scolding China and Russia.

South Korean Ambassador to the United Nations Hwang Jun-guk pointed out that the Security Council is failing to properly respond to North Korea’s repeated violations of its resolutions at a Security Council meeting held at the UN headquarters in New York on the 5th (local time).

In particular, Ambassador Hwang mentioned in relation to the Security Council meeting convened in May to discuss the issue of North Korea’s intercontinental ballistic missile (ICBM) test launch, “the resolution against North Korea was not adopted due to opposition from two permanent members.”

At that time, most of the members, including the permanent members of the Security Council such as the United States, Britain, and France, condemned North Korea for violating the UN sanctions against North Korea and demanded additional sanctions.

However, China and Russia, which are permanent members, opposed the resolution condemning and additional sanctions, saying that tightening sanctions did not help solve the problem.

In response, Ambassador Hwang indirectly criticized China and Russia, who opposed the resolution at the time, saying, “North Korea responded with missiles to the silence of the Security Council.”

“The reason for the existence of the Security Council is its responsibility for international peace and security,” he said.

Ambassador Hwang also urged all UN member states to properly comply with Security Council sanctions against North Korea.

“Especially if it is a member of the Security Council, they should better abide by Security Council sanctions,” he said.

Ambassador Hwang’s remarks also appear to be aimed at China.

According to the report of an expert panel on sanctions against North Korea, which is published twice a year by the North Korea Sanctions Committee under the Security Council, the most frequent violation of the rules is China, a permanent member of the country.

Meanwhile, Ambassador Hwang mentioned President Yun Seok-yeol’s ‘bold initiative’ and emphasized that “the door for dialogue with North Korea is open.”
