“This bill is unfair and unconstitutional, it violates human rights”says a medical student.

The medical brain drain is the main reason behind the decision of the Ministry of Education.
In the last decade alone, 3,040 doctors have left Albania, according to data from the Association of Albanian Doctors in Europe.
“The law is not unconstitutional, the law does not bind anyone. The law gives them the opportunity to choose”says Evis Kushi, Minister of Education and Sports of Albania.
But this decision has not been well received by medical students. They have two options: either they sign the contract, or they pay the full fees for their studies.
Look for alternatives
Albanian doctors, for their part, believe that alternatives must be found to prevent this brain drain.
“Conditions must be created for these students to work. Such measures are being taken all over the world”says Kita Sallabanda, a doctor.
More than a month of protests
The protests, which lasted for more than a month, proved unsuccessful, as Parliament approved the bill, which will be implemented with the start of the new course in October.
