The judge’s resolution was based on the argument of flight risk and criminal proceedings will continue for the crimes of illicit association and laundering of money or other assets.
The resolution was known during the hearing to review coercive measures, in compliance with what was ordered by the Appeals Chamber which gave rise to Sinibaldi’s request that the three-person effective collaboration agreement be revoked involved in the case.

At the hearing on March 12, Judge Abelina Cruz decided to send Herrera Monterroso to preventive detention after accepting the arguments of the Public Ministry and the Attorney General’s Office who alleged danger of flight and obstruction of the investigation.
At the beginning of the hearing, the accused argued that she did not agree to be defended by a lawyer from the Public Criminal Defense, because she did not know the case file.
Given this, the judge indicated that she had given herself the reasonable amount of time for her to find a trusted lawyer, something that she did not comply with.

Judge Cruz Toscano declared default and issued an arrest warrant against Carlos Francisco Goyzueta Valladares because he did not appear at the hearing without indicating reasons for his absence.
He added that Juan Arturo Jegerlehner Morales will continue the criminal process through the special procedure for accepting charges.

The judge indicated that Aneliese Herrera must go before the High Risk Court D next Thursday, March 14, for the beginning of the intermediate stage. What Sinibaldi intended with that appeal was to annul Arturo Jegerlenher’s effective collaboration agreementCarlos Goyzueta and Aneliese Herrera.
The argument of former Minister of Communications to request the annulment of the agreements in the Construction and Corruption case was that the agreements supposedly had inconsistencies, which is why it was considered that they should not be approved within the process.
Because the High Risk Court “D” processed Sinibaldi’s appeal, This was elevated to an Appeals Chamber.
In this case, the effective collaborators claimed that they helped Sinibaldi to demand alleged illegal commissions from contractors in exchange for paying carryover debt, which would have been used to finance the former minister’s political campaign in 2015.
The Construction and Corruption case phase 1 consists of the processing of a network that would have been directed by Sinibaldi and that handled bribes and laundered money, according to the investigation.
