Terry Whiteman faces three felony counts of using communication systems to facilitate offenses against minors following a multi-agency investigation that culminated in his arrest on Tuesday, November 4, 2026, according to the Alleghany County Sheriff’s Office.

Arrest in Covington and Charges Filed

The Alleghany County Sheriff’s Office announced Wednesday that investigators took Terry Whiteman into custody after he traveled to Covington on Tuesday with the stated intention of meeting a minor. The Covington Police Department assisted local deputies in executing the arrest.

Authorities booked Whiteman on three counts of violating Virginia Code § 18.2-374.3, which governs the use of communication systems to facilitate certain crimes against minors. Following his arrest, officers transported him to the Alleghany Regional Jail. He is currently being held there without bond.

Ongoing Multi-Agency Investigation in Nelson County

Investigators uncovered additional evidence during the initial proceedings that points to the strong possibility of more victims. Because Whiteman is a resident of Nelson County, the Alleghany County Sheriff’s Office established an active operational link with the Nelson County Sheriff’s Office to expand the geographic scope of the inquiry.

Both law enforcement agencies are actively working to identify any additional individuals who may have been targeted or victimized.

Authorities Urge Witnesses to Share Information with Investigators

Investigators emphasize that the case remains open, and they believe other individuals have not yet come forward. Authorities ask anyone who has had previous contact with Whiteman, or who holds any information that could assist the inquiry, to reach out directly to investigators.

The Alleghany County Sheriff’s Office directs callers to speak with Investigator Jeremy Morris at 540-965-1770, Ext. 107. Alternatively, the Nelson County Sheriff’s Office is receiving tips at 434-263-7050 or toll-free at 800-750-5757.
