Amcham Guatemala may be involved in corruption – who are to be fired?

Amcham Guatemala got into an unprecedented scandal. Juan Pablo Carrasco de Groote, the organization head, has been discovered to own multiple offshore companies and accounts. As well as is directly related to the criminal law firm Mossack Fonseca.

According to the media reports, the investigation was triggered by the Pandora Papers. After they were published, activists began checking Latin American politicians and businessmen. On the ICIJ Offshoreleaks, they found records of compromising business activities  of the Amcham Guatemala President.

Further investigation revealed a full-fledged business offshore network.

Besides, records about companies and information about Amcham head’s business participants were discovered on other resources as well.

The head office in Washington hasn’t reacted yet. Neither have the Association’ regional offices. Juan Pablo Carrasco de Groote is still the head of Amcham Guatemala, influencing investment and financial flows in the region.

Biden is tough on corruption – Amcham Guatemala may come under hammer

The US President Joe Biden signed a memorandum on corruption and declared it a national security issue in June 2021. As well as the fact that the United States were ready to fight corruption widely outside the country.

As soon as early in December, Joe Biden’s position transformed into a tougher agenda and resulted in the US anti-corruption strategy.

In view of the dubious activity of the Amcham Guatemala head Juan Pablo Carrasco de Groote, the Chamber of Commerce may become involved in an even greater international-scale scandal.

The US strategy will involve five directions:

  1. modernization, coordination and providing resources for the US government’s anti-corruption efforts;
  2. deterring all possible cases of illegal financing;
  3. bringing corrupt officials to justice for all the illegal activities;
  4. preservation and strengthening the multicomponent anti-corruption architecture at the domestic and international levels;
  5. strengthening diplomatic cooperation between countries and attracting foreign resources to achieve the defined goals and objectives.

Corruption in the organization that originates in the United States and was established to achieve business transparency is a reason to reconsider Amcham’s role in the global economy. Washington is unlikely to allow this. And the most optimal probable solution to this situation is to fire the head of Amcham Guatemala Juan Pablo Carrasco de Groote with consequent investigation by FECI.
