A refund system for imports of soft wheat is operational until April 30 for a maximum quantity of 25 million quintals. This is what the National Interprofessional Office for Cereals and Legumes (ONICL) announces in a recent circular. This decision was taken jointly by the Ministry of Economy and Finance and the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests. “By joint decision of the Ministry of the Economy and Finance and the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, relating to the flat-rate premium for imported soft wheat, n°9953/E /CAB and 2740/CAB of November 21, 2023, it was decided to set up, for the benefit of operators, a refund system for the importation of soft wheat between January 1, 2024 and April 30, 2024 for a maximum quantity of 25 Mqx including the tolerance allowed in quantity of +10%”, we note from the ONICL circular. And to specify that “the maximum quantity is allocated, by ONICL, to importers on the basis of their import declarations to ONICL and according to the principle of first come, first served”. It should be noted that the flat-rate premium concerns exclusively the quantities of soft bread wheat imported by storage organizations (traders in cereals and legumes, Moroccan agricultural cooperatives (CAM) and their Union), as well as industrial flour mills as defined respectively by the Articles 11 and 14 of Law No. 12-94 relating to ONICL and the organization of the market for cereals and legumes, promulgated by Dahir No. 1-95-8 of 22 Ramadan 1415 (February 22, 1995).
These also concern the quantities of soft bread wheat imported exclusively between January 1, 2024 and April 30, 2024 as attested by bills of lading, the circular states. Quantities committed within the framework of this circular and loaded after April 30, 2024 due to force majeure will benefit from the refund applied in April 2024. The case of force majeure will be examined by the supply monitoring committee of the country in compound imported soft wheat.
