A Anatel (Agência Nacional de Telecomunicações) is preparing to combat the transmission of pirated IPTV in Brazil, and for that purpose it will create a laboratory within its facilities in Brasília. The initiative is supported by ancine (Agência Nacional do Cinema) and is expected to be put into practice later this year. The idea is to take down illegal services in real time, while still streaming their content live.

During a panel held at the Abrint National Meeting 2023Moisés Moreira, an Anatel advisor, stated that they are finalizing the laboratory with the aim of blocking live content. He highlighted the importance of this action, as it is different to block a live broadcast, such as a football match, compared to content that has already been aired. The expectation is to reduce piracy and discourage users who consume illegal services.

The laboratory will be located next to the Ancine floor, whose operations are carried out in the Anatel building. Moreira reported that the unit planned to take down live broadcasts should start its activities before the end of its mandate, which ends in November of this year.

In March of this year, Anatel and Ancine signed a Technical Cooperation Agreement (ACT) to carry out joint actions in the fight against audiovisual piracy. The two agencies also work in partnership to regulate and monitor the Conditional Access Service (SeAC), which refers to pay-TV.

Fight against piracy

Anatel has already been active in blocking and apprehending clandestine decoders since February of this year. Between 2021 and 2022, more than 6 million devices without homologation were seized, being 1.5 million TV box devices.

To strengthen the fight against audiovisual piracy, Juliana Oliveira Domingues, chief prosecutor of the Administrative Council for Economic Defense (CADE), defended the need for inter-institutional action and consumer awareness initiatives. She pointed out that when content is too cheap, something is wrong, and that nobody wants to invest in a parallel and illegal market that does not generate jobs or collect taxes. According to her, piracy has negative consequences for society as a whole.
