Relevant leaders of the provincial government attended the meeting and made work arrangements. The meeting emphasized that we must adhere to overall planning and promote the construction of a basic elderly care service system as a whole. First, we must adhere to the work ideas of government leadership, market supplementation, social participation, and family support, integrate and optimize the allocation of resources for elderly care services, and answer the question of “who will provide for the elderly?” Second, we must give priority to ensuring the basic needs of the elderly with special needs, gradually realize that everyone has access to basic elderly care services, and answer the question of “who should provide elderly care?” It is necessary to improve the support and security system for the extremely poor elderly in rural areas; improve the subsidy system, accelerate the improvement of the supporting construction of grassroots elderly care service complexes; increase support and expand the supply of nursing beds. Third, we must focus on the elderly care needs, improve the basic elderly care service supply mechanism, and answer the question of “how to provide for the elderly.” It is necessary to consolidate the “basic support” and strengthen the bottom-line livelihood service guarantee for the elderly with special difficulties; strengthen “universal supply” to meet the basic service needs of the elderly with disability care as the core; support “market allocation” and provide personalized services for the elderly , provide basic element support for diversified service needs, and promote the coordinated development of elderly care and industry.
The meeting emphasized the need to strengthen departmental linkage, taking the construction of the basic elderly care service system as an important starting point, while implementing the basic elderly care service list system, comprehensively understanding the needs of basic elderly care service objects, enhancing the effective supply of basic elderly care services, and improving the basic elderly care service guarantee mechanism. Efforts will be made to strengthen the quality supervision of basic elderly care services and comprehensively promote the high-quality development of Guangdong’s elderly care services.
