According to MacRumors, multiple readers report reinstalling dozens of updates. In some cases it would be updates that were released ten days ago. It is not about new updates, the version numbers and descriptions are unchanged.
Apple has not said why the iOS app updates come out again, but it could be related to an issue where users lost access to certain apps after installing an update.
