Apply the BACS decree to tertiary and industrial buildings: Complete file

The implementation of the BACS decree (Building Automation & Control Systems) aims to accompany the tertiary decree. The latter aims to drastically reduce energy consumption by 2030. The BACS decree requires the establishment of a building automation and control system by January 1, 2025; it concerns all non-residential tertiary buildings for which the heating or air conditioning system, whether or not combined with a ventilation system, has a nominal power greater than 290 kW. For installations with a nominal power greater than 70 kW, this requirement must be respected by January 1, 2027.

For this, the BACS decree requires tertiary buildings to:

monitor, record and analyze energy consumption data; adjust the consumption of technical systems in real time according to needs; detect and alert operating managers of potential consumption drifts, upstream of operating faults, in order to avoid overconsumption and additional maintenance costs.

The BACS decree concerns all owners of technical systems present in a non-residential tertiary building, new or existing, if the equipment has a nominal power greater than 290 kW (2025) or 70 kW (2027). These systems include all technical equipment: heating, cooling, ventilation, domestic hot water production, lighting, electricity production on the site in question, automation and building control.
