What is common practice in Upper Austria is seen as an emergency solution in many Viennese families: apprenticeships. Every second 15-year-old is trained as an apprentice in an Upper Austrian company, and the federal capital is third to last in the whole of Austria in this ranking. The fact that there are plenty of alternatives in the school system in Vienna and that it is primarily those who drop out of school who end up in apprenticeship training is an obvious explanation – but it only reflects a fraction of what lies behind it.
